Where Law Meets Strategy

About Our Practice Areas

Policy

We design and execute targeted policy strategies that advance equity and systemic reform.
Our team engages directly in legislative drafting, bill analysis, and coalition coordination to transform community goals into actionable policy outcomes.
Drawing on more than two decades of experience navigating state, county, and city-level processes, we craft solutions that connect movement priorities with measurable legislative impact.

Government Relations

We maintain deep, long-standing relationships across Illinois’ political and legislative landscape—from City Hall to Springfield.
Our government relations practice is built on trust, credibility, and consistent engagement.
We leverage these relationships to facilitate direct access, strategic communication, and issue-based collaboration between community stakeholders and policymakers, ensuring that progressive agendas are advanced through effective, informed, and sustained dialogue.

Advocacy

Our work begins and ends with advocacy rooted in community and purpose.
We partner with coalitions, civic organizations, and policymakers to build momentum, shape narratives, and strengthen civic participation.
Through an integrated approach that combines legal insight, policy development, and organizing strategy, we elevate initiatives that expand access, inclusion, and justice across Illinois.
Whether advancing voting access, public safety reform, or community investment, our commitment remains the same: amplifying voices that move democracy forward.

  Brendan Shiller

Attorney | Government Relations & Policy Advocate | Community Justice Leader

Brendan Shiller is an accomplished Chicago-based lawyer and strategic advisor whose career spans nearly three decades of litigation, advocacy, government-relations, political consulting, policy development and community justice work. His legal career is more than two decades old and focused on civil rights, criminal defense, police-misconduct matters, regulatory and licensing issues, and public-policy impact.

Education & Early Life
Born and raised on Chicago’s Uptown community, Brendan attended Whitney Young Magnet High School. He received a Bachelor of Arts in Journalism from Howard University, honing his skills in communication, analysis and public engagement. He earned his Juris Doctor (J.D.) from John Marshall Law School (now UIC Law) in 2003, graduating number 1 in his class.

Legal Practice & Firm Leadership
Brendan focused his early work on criminal defense and civil-rights litigation, particularly police misconduct and constitutional matters. He established his own practice, the Law Office of Brendan Shiller, and later became a partner in the firm Shiller Preyar Law Offices, where he was managing partner. At the firm, he managed a diverse docket that included high-stakes criminal defense, civil rights violations, zoning and licensing disputes, immigration-adjacent matters, regulatory work, and business-litigation matters.

Over time, his work expanded to include government relations, policy advocacy, and regulatory-compliance strategy for clients impacted by public-sector decision-making and licensing/regulation regimes.

Simultanously, Brendan built a separate government relations and political consulting firm that operated in collaboration with Shiller Preyar.

Advocacy, Government Relations & Policy Engagement
Brendan has leveraged his legal expertise into active work in advocacy and government relations. He has advised and represented clients and communities on matters relating to policing reform, licensing and regulatory oversight, zoning and land-use interventions, as well as engaged in strategic public-policy initiatives addressing justice-system reform.

In addition, Brendan co-founded and still serves on the board of the West Side Justice Center in Chicago. He also manages the 601 Hub, a collaborative legal and advocacy hub that brings law firms, solo practitioners and nonprofits together to serve underserved communities. He is also a board member of Kuumba Lynx, the Institute for Public Good, and the Chicago Black Voter Project.

Community & Thought Leadership
Brendan is recognized as a community justice leader in Chicago. Through the West Side Justice Center he has fostered partnerships between legal practitioners, nonprofit service organizations and community activists to address structural inequities in the justice system. His media interviews and podcast appearances reflect his ongoing work on crime-reduction, neighborhood safety and policy innovation.

Professional Outlook & Vision
Brendan’s career demonstrates an integrated model of attorney-advocate: combining courtroom experience with policy influence, community engagement and institutional innovation. His vision emphasizes access to justice, regulatory fairness, municipal accountability and the role of law in serving underserved populations. He continues to advise organizations, lead litigation, shape policy frameworks and engage in strategic government-relations work.
